Yes, USA Rugby is having serious problems handling the demand on their servers. I am watching the Keystone game but it is pausing and skipping all over the place. Maybe they will correct the problem before the more games happen this afternoon.
Hopefully it will work! And hopefully USA Rugby will realize that no one is watching the games because their stream sucks.
